SYNOPSIS: "Frank" (Browning) is cowboy hat wearing local who pulls over lawbreakers for various issues (speeding, running a red light, etc.). But then the sheriff shows up and we realize our hero isn't a cop but rather a do-gooder taking matters into his own hands. After a few nights in jail the judge sends him on his way with yet another warning. Fed up with the lack of appreciation from the law he decides to break “good" and go into "herowork" full-time. He enlists a good natured pal of his, "Sidewinder", who has a knack for cars and electronic gadgets. Together they stop robberies, rapes and various crimes in the town. The mayor wants them stopped and thrown in jail. The sheriff is sympathetic but also has a job to do. Meanwhile, the biggest challenge facing the police, and our hero, is a serial killer nicknamed "The Chocolate Killer". During the last half hour we finally see the killer as he's terrorizing a young girl. During this scene the film threatens to turn into a 70's slasher. It's so effective you'll wish the director made a horror flick instead! Eventually a climatic chase will bring them all together. Browning is very likable and does a good job as the laid back hero. He's less Batman and more like John Ritter in Hero at Large. Overall it's a pretty silly film with lots of running around, car chases and banjo music.
